Richard J. Donovan Correctional Facility is a state prison in San Diego County near the border with Mexico. The site includes several security sections and buildings used for different purposes.
The facility began operations in July 1987 as a reception center for southern California. Additional sections were added over the years to accommodate more inmates.
The facility maintains five interfaith chapels and incorporates diverse rehabilitation programs including educational workshops, substance treatment, and vocational training opportunities.
The grounds sit on the Otay Mesa plateau in a remote area. Visiting rules and access to the site are set by the California correctional system.
The facility is the only state prison in San Diego County. It sits about 2.4 kilometers from the Mexican border on open plateau land.
