Francis Theodore Frost, the first mayor of Smiths Falls and president of Frost & Wood agricultural company, built Elmcroft in 1895 as his residence. Its construction marked the height of Frosts prominence in the town.

The house sits on Chambers Street East alongside three other protected heritage mansions tied to the Frost family. A heritage committee manages the preservation efforts for this group of properties.
