Construction took place between 1619 and 1620 as a city palace for Archduke Leopold V of Austria, though financial limitations slowed progress. The building's completion marked an important moment in Radolfzell's development during the early modern period.

The building's name comes from its Austrian past, which remains visible in the architecture today. The ornamental stucco work on the upper floors shows how affluent families once decorated their living spaces.

The building now houses the city library with modern media collections and reading areas. The vaulted cellar serves as an event space for cultural programs and is open to visitors.

The building displays cross-ribbed vaults from the early 17th century in its lower floors, visible during visits. These medieval construction methods still shape the character of its interior.
