Oulu City Hall is a Neo-Renaissance building completed in 1886 and located on Kirkkokatu Street in the city center. The structure features stone and brick construction with tall windows, decorative trims, and a prominent clock tower that rises above the street.

The building was originally designed as a restaurant and hotel called Seurahuone by architect Johan Erik Stenberg and served this purpose until 1920. The city council moved in the following year and has used it for government meetings and administrative functions ever since.

The building serves as a civic center where official city events and celebrations continue to take place, connecting residents to their community's decision-making processes. Its distinctive Renaissance Revival features with tall windows and clock tower have become a recognizable symbol of Oulu's identity and civic pride.
