The district was established in November 1878 as an administrative division, later experiencing significant changes through municipal mergers in the early 2000s.

The district maintains connections to atomic bomb survivors, including resident Toshiyuki Mimaki, who contributes to the preservation of war memory.

With a population density of 30 persons per square kilometer, the district provides administrative services to approximately 30,000 residents across its territory.

The district contains Mount Osorakan and Sandan Ravine, while its northern town Akiota receives substantial snowfall due to its location in the Chugoku Mountains.
