The area originated from the former Mutsu Province and first appeared in historical records in 766. It developed over centuries from a rural region into an organized administrative district under successive political systems.
The district maintains traditional Japanese administrative structures, reflecting local governance patterns that evolved from the Meiji period reforms.
When visiting, keep in mind this is a rural area with limited urban facilities. The best time to explore is year-round, though spring and autumn offer pleasant weather conditions.
Between the Hirose and Nanakita Rivers, archaeological finds reveal sophisticated irrigation systems from the eighth century. These remains show that people in this area already practiced advanced farming methods.
