The building was constructed between 1914 and 1920 and survived the 1940 bombardment while surrounding structures were destroyed. Its survival made it a symbol of resilience during the city's reconstruction period.
The facade displays eleven medallions featuring portraits of important figures from Rotterdam and Dutch history. These faces commemorate people who shaped culture and learning and connected the city to the wider world.

A gilded angel statue designed by sculptor Johan Keller sits atop the central clock tower. Most people walking past the building never notice this figure high above street level.
