Architect Adriaan de Moens built this structure between 1739 and 1746 to house Rotterdam representatives attending government business in The Hague. From 1820 onward, it served as the headquarters for the War Department, which eventually became the Ministry of Defense.
The building displays Dutch administrative architecture with Rotterdam's coat of arms prominently placed on the roof gable. This feature reminds visitors of the historical connection to the home city of its former residents.
