The museum occupies a former water tower building with exhibition spaces spread across 700 square meters displaying regional artifacts and artworks.
Established in 1966, the museum initially focused on World War II exhibits and expanded its collection under the direction of artist Vasily Maximovich Astakhov.
The museum holds over 25,000 items including archaeological findings, photographs, paintings, sculptures, and traditional crafts from local artists and artisans.
The institution organizes more than 20 temporary exhibitions annually, offering guided tours for students and regular cultural events for the general public.
A restored BM-13-16 Katyusha rocket launcher that participated in the 1941 city liberation stands on the museum grounds as a permanent exhibit.
