The site was created in 1947 under a different name and received its current title in 1980 to honor the World War victory. This renaming marked an important moment to highlight the meaning of the war's end.

The name refers to Soviet triumph and pride in the nation's strength. Throughout the grounds, visitors see tributes and statues dedicated to those who died in the war.

The park is easily accessible by several bus and trolleybus lines with multiple entry points throughout the grounds. Visitors should wear comfortable shoes since the terrain is hilly and exploring takes time to cover.

A striking feature is a large submarine monument that was transported from a distant dismantling facility and stands on the grounds as an impressive structure. This vessel came from a ship-breaking yard and was specially brought here to mark military history.
