Ust-Luga Multimodal Complex, Commercial sea port in Leningrad Oblast, Russia
Ust-Luga Multimodal Complex is a commercial sea port on the Gulf of Finland at the Soikinsky Peninsula in Leningrad Oblast. The facility covers 3000 hectares and includes multiple terminals for different cargo types.
Construction began in 1997 to reduce Russian dependence on Baltic states for dry cargo shipments. President Putin opened operations in 2001.
The name refers to the mouth of the Luga River and marks a shift in Russian naming practices for modern industrial sites. Different terminals serve separate purposes, with one handling oil while another manages coal and timber.
The approach canal extends 3700 meters and allows vessels exceeding 150,000 tons to enter. This depth enables transport of large volumes across the Baltic Sea.
In 2021, plans emerged for an ethane processing facility and an LNG production plant with a projected capacity of 13 million tons per year. This expansion would transform the complex into one of the largest energy hubs in the region.
