The facility began as a 2004 initiative by the Taikang Culture Promotion Society, with construction starting in 2015 and official opening in April 2019. The project reflects the city's commitment to supporting local artists and community education.
The center offers exhibition spaces and a theater with 600 seats where local and international artists perform throughout the year. These spaces serve as gathering places where the community discovers new works and celebrates together.
