The installation was constructed during Japan's occupation of Taiwan and served as an underground command center called Lizhenjiao for regional defense. It played a central role in wartime strategies protecting the coast.
The war games room displays murals by local artist Cheng Mei-Chu depicting traditional Penghu legends and local stories. These artworks connect the site's past with contemporary artistic practice in the area.
Visitors can explore the underground tunnels and outdoor areas, with sturdy footwear recommended due to slopes and uneven surfaces. The site is located in a coastal area and accessibility may vary depending on weather conditions.
A steel sculpture titled 'Fish Leaping Over the Dragon Gate' stands in the outdoor area, representing traditional Penghu landmarks and local symbolism. The sculpture references a classical Chinese legend connected to the region's geographic identity.
