The society was established in 1871 and became an important center for technical education in southern Russia until 1920. During this period it promoted engineering knowledge and practical skills development among workers and professionals throughout the region.

The building served as a gathering place where engineers, craftsmen, and technically minded people could meet and exchange knowledge about new machines and methods. These rooms hosted classes and meetings for workers and professionals interested in advancing their practical skills and understanding of industrial work.

The building is located at the intersection of Knyazheskaya and Staroportofrankovskaya streets and is straightforward to find in its urban setting. Its proximity to schools and worker neighborhoods makes it accessible to visitors interested in exploring industrial heritage.

Alexander Popov conducted wireless signal transmission experiments within these walls during an 1897 conference of railway engineers. These trials were among the earliest of their kind in Europe and demonstrate the scientific importance of the location.
