The building opened in 1987 and preserved five earlier facades within its structure, including the 1909 United States Storage Building along Tenth Street. This approach reflected how modern development was designed to respect the area's architectural layers.

The building marks where federal and commercial Washington meet, with architectural details that echo the Beaux-Arts style of neighboring structures. Walking around it, you notice how older facades were carefully integrated into the modern exterior.
