The Old City Duma Building in Barnaul is a two-story eclectic structure built in 1914–1916 to architect I. F. Nosovich's design, combining an older one-story shop and a two-story duma building. Its facades are divided by a string course and topped by a projecting cornice; first-floor windows are larger than those above. The south facade on Lev Tolstoy Street ends in a triangular pediment with a round window, while the west facade on Lenina Avenue is crowned by a small tower with a clock. Whitewash over red brick gives a red-and-white contrast.

The building was constructed between 1914 and 1916 to a design by architect I. F. Nosovich, funded by the municipality. Nosovich combined a one-story shop and a two-story duma building into a single eclectic structure with a roof tower and clock. In 1917 a major fire badly damaged it; on 13 December 1919 the Barnaul Revolutionary Committee and partisan army headquarters met here, and during the Great Patriotic War a hospital occupied the building.

The building's name comes from the city duma and uprava that occupied the second floor from 1916, above the Yakovlev and Polyakov trading house's universal store. On 13 December 1919 the Barnaul Revolutionary Committee met here with representatives of the partisan army's main staff. Today the municipal museum "Gorod" occupies part of the building.

The building stands on the corner of Lenina Avenue and Lva Tolstogo Street, where the south facade faces the side street and the west facade with the tower faces the avenue. Several shops and institutions occupy it today, including the municipal museum "Gorod".

The building blends administrative and commercial design elements, reflecting Barnaul's dual role as both a mining and trading hub. This mix shows in how the spaces were arranged and in the way the exterior projects both official authority and business activity.
