The House of the Head of the Altai Mining District is a two-story stone building with classical features, including ornamental relief carving on the pediment. The structure displays the detailed craftsmanship typical of administrative architecture from that period.

The structure was built in 1827 by architect Ya.N. Popov for P.K. Frolov as a mining administration center. Following a fire in 1917, it underwent major reconstruction between 1923 and 1925.
