The project began in 2007 and was completed in 2009, with its opening in 2010. It was developed to provide farmers with reliable water during dry seasons.

The site is best visited on foot, with pathways running around the lake. The terrain is open and flat, making it easy to walk around.
A small hydroelectric power plant with a capacity of around 50 kilowatts is planned near the lake to generate renewable energy for surrounding communities. This combines irrigation with sustainable power production.
