The project started in 1985 as a home for Bulgarians abroad, marking the nation's 1300th anniversary, funded through donations from Bulgarian communities worldwide. Work stopped abruptly in 1992 when construction money ran out.
The structure was designed to contain conference halls, cinema, restaurant, hotel rooms, and social spaces for connecting Bulgarian emigrants with their homeland.
The site is not open for visitors since the building remains unoccupied and in a state of disrepair. It is best viewed from outside to understand its architectural form without entering the property.
