The site was previously home to Takarazuka Family Land, an amusement park that operated until 2003. After its closure, the area was redeveloped into a leisure park and later expanded to include a Cultural Arts Center.

The park sits beside the Osamu Tezuka Memorial Museum and draws visitors through its artistic installations. The grounds serve as a gathering place for residents, where creativity blends with nature throughout the day.
