The monument was commissioned in 1749 by Niwa Takahiro, the fifth daimyo of Nihomatsu Domain, to mark the transfer of power to his son Niwa Takayasu. This represented a major transition in local rule.

The stone conveys a message to officials about the source of their income, emphasizing that salaries come from the people's labor. This inscription reflects a philosophy of responsibility toward those who sustain the domain economically.
