The building first opened in 1993 as Crickhowell House and served as a temporary meeting space for the National Assembly of Wales until 2006. After the legislature moved to the new Senedd building, it was converted for administrative and office functions.
The name honors Hywel Dda, a medieval Welsh king whose legal reforms shaped the foundations of Welsh governance. Visitors walking through the building encounter this historical connection woven into its identity.
