The structure was completed in 1982 as County Hall for West Glamorgan County Council, replacing their previous meetings at Swansea Guildhall following the 1972 Local Government Act.
Queen Elizabeth II and the Duke of Edinburgh made an official visit to the Civic Centre in April 1989, marking its status as a governmental center.
The building houses the central library, council offices, exhibition spaces, archives service, and a contact center for Swansea residents to access municipal services.
The Council Chamber extends outward above the main entrance, creating a distinct architectural element visible from Swansea Bay.
