The building was completed in 2011 as part of a wide renewal of the waterfront zone meant to bring the maritime heritage into view. Planning began years earlier as part of a larger project to revive the old dock areas.

Admission is free, and the rooms are open from Tuesday through Sunday between 10:00 and 16:00. The location near the riverbank makes the site easy to reach on foot from the city center, and lifts connect all levels.
The institution received the Council of Europe Museum Prize in 2013 for its work presenting the history of a regional city. Visitors often notice the large window front that connects the interior with the dock basin outside.
