The building was designed by architect firm Martin & Chamberlain in 1893 on the site of a former toll gate house. It became one of the city's early public libraries and was later designated a Grade II* listed building.
The name Spring Hill comes from a natural spring source in the area. Today, the building serves as a gathering place where people of different ages come to borrow materials and use the quiet spaces.
