The building was commissioned by Richard Harding Watt between 1907 and 1908, designed by architect W Longworth to serve as council offices and a public meeting space. Its construction reflected early 20th-century efforts to create civic landmarks that honored important local figures.
The building honors writer Elizabeth Gaskell through a stone bust and bronze relief, showing her connection to Knutsford and its literary history. These tributes remain visible to visitors and reflect how the town valued her legacy.
