The building represents early twentieth-century institutional architecture with its triumphal arch entrance, mullioned windows, and finialed pavilion roofs atop advanced ends.
The structure underwent conversion in 2000 to accommodate office spaces and residential flats while maintaining its protected status as a category B listed building.
The granite base foundation supports elaborate stone attic dormers positioned above the main cornice, complemented by a steep slate roof configuration.
