Michael Thomas Bass built the structure in 1878 as Saint Paul's Institute and Liberal Club, then his son gave it to Burton Borough in 1891. This donation transformed it from a private cultural gathering place into a public administrative center.
The building houses a Wurlitzer organ from 1973, which came from the Cameo Theatre in Ohio and brings a distinctive musical dimension to the town's cultural life.
The building serves as the administrative center for East Staffordshire Borough Council and is located in the town center, easily accessible to visitors and residents. The exterior can be viewed anytime from the street, and interior access may be possible during special events or by arrangement.
