The Charles Payne House is a Gothic-Italianate cottage located on Brown Street that features distinctive exterior woodwork with paired windows topped by hoods. Decorative bargeboards run along the roofline, and bracketed cornices frame the eaves with ornamental details typical of mid-1800s residential design.
The property was constructed between 1855 and 1856 and subsequently expanded with two additional wings. Later recognition came when it was listed on the National Register in 1983 for its architectural significance.
The house contains three mantelpieces on the first floor, including two with Gothic Revival influence and one grey marble piece in the rear section.
