The museum opened its doors on August 19, 1979, establishing itself as the first municipal art institution in the Otaru region of Hokkaido.

Located at 1-9-5 Ironai, the museum operates from 9:30 AM to 5:00 PM with admission fees of 300 yen for adults and 150 yen for seniors.
