Built between 1867 and 1868 by architect Alexander Rezanov, the palace served as the residence of Grand Duke Vladimir Alexandrovich until the Russian Revolution.

The palace operates as the House of Scientists, located at 26 Palace Embankment, with entrance through the main gates facing the Neva River.

The building incorporated advanced technologies of the 1870s, including electric lighting systems, mechanical elevators, and telephone connections throughout the structure.
