The building was constructed in 1896 as part of a broader effort to develop maritime education in Rostov, after classes had previously been held in rented spaces. Although an original tower no longer exists, the structure retained its original appearance through the decades while continuing to serve as a navigation school.
The building is named after G. Y. Sedov, a polar explorer who studied here in the late 1800s. This connection ties the school to Rostov's maritime heritage and honors those who contributed to the city's seafaring history.
The building is located on Sedov Street and currently operates as the Y. S. Sedov Institute of Water Transport. Visitors can admire the intricate craftsmanship by viewing the curved frames and carved ornaments on the facade from the street.
The original design included a tower on top that no longer exists and can only be seen in old photographs. This change shows how the building adapted to new needs over time while maintaining its characteristic beauty.
