The Civic Centre is a modernist tower with 14 floors situated along Armada Way, linking major public spaces throughout the city center. It is being converted into 144 residential units alongside shops, offices, cafes, restaurants, an art gallery, and a fitness facility.
Completed in 1962 during the city's post-war rebuilding, it served as Plymouth City Council headquarters until 2014. The modernist design was meant to signal the community's move away from wartime damage and toward a fresh future.

The site is centrally located and easy to reach on foot, positioned along one of the main thoroughfares in the city center. The ongoing redevelopment will improve access to the building and surroundings while creating more public-facing spaces and amenities.
A planned rooftop terrace will open to the public for only about a dozen days each year, offering sweeping views across the city. This limited access makes the rooftop experience unusual and gives visitors a rare chance to see the city from above.
