Holborn Town Hall and Library stands along High Holborn as a Grade II listed building showcasing Portland stone walls, Corinthian columns, and arched doorways at street level. Upper floors feature bay windows that add character to the structure's architectural composition.

William Rushworth designed the structure in French Renaissance style, opening first as a library in 1894 before becoming a town hall by 1908. This evolution reflected changing needs within the growing community.

The First International Syndicalist Congress of 1913 gathered labor representatives from multiple countries within the halls of this municipal building.

The building sits conveniently near Holborn and Tottenham Court Road underground stations, making it easily accessible by public transport. Street-level entrances serve the different sections of the building.

A wrought-iron balcony crafted by the Bromsgrove Guild of Applied Arts displays the borough coat of arms in its central section. This decorative ironwork represents the finest metalcraft traditions of the early 1900s.
