The memorial in Pustkovec consists of five glacial erratic boulders arranged in steps: three on a low stone wall and two beside it. The largest central boulder bears a stone plaque commemorating 311 victims of the Nazi occupation of Czechoslovakia and World War II. The boulders were found in the surrounding area and transported there by a continental glacier from Fennoscandia, most likely Sweden, during the Ice Age.

After World War II ended, local authorities chose this glacial stone to commemorate residents who lost their lives in the conflict. Plaques were added to the site to record names and preserve memories of those who died during the war years.

The memorial is called Památník 311 obětem okupace a 2. světové války, and its central boulder carries a stone plaque with that number of victims of the Nazi occupation of Czechoslovakia and the war. The boulders themselves were collected in the immediate surroundings of the site. A low metal fence encloses the memorial, which is freely accessible all year.

The site is accessible year-round and located along Pustkovecka Street, with informational plaques explaining the memorial's purpose and history. Visitors can easily reach it on foot and read the inscriptions without any special equipment or advance arrangements.

The five boulders were not brought to the site: a continental glacier carried them from Fennoscandia, most likely Sweden, to Pustkovec during the Ice Age. The memorial reuses stones found in the immediate surroundings of its present position on Pustkovecká street.
