John Harvey built this structure in 1793 as his private residence during New Bern's prosperous years. The Union Army later occupied it temporarily during the American Civil War as a military barracks.

The building's name comes from John Harvey, who used it both as a home and as commercial space. Over the years it also housed a family-owned restaurant and served as the original home of what is now Craven Community College, a use that ties the house to the town's educational history.
