The building opened in 1976 during a period when Perth expanded its public infrastructure significantly. It represents the architectural style promoted by local architect Tony Brand that gained prominence across Western Australia at that time.

The facility operates as a major transport hub coordinating multiple bus services and passenger transfers throughout the area. Visitors can view the structure from the surrounding bitumen area, which is enclosed by wire fencing.
