Operations began in January 1990 following construction by Thiess Contractors, marking the first Victorian prison designed specifically with a unit management system. This approach established a new model for secure facility design in the state.

Visitors should arrive at least 30 minutes before their scheduled appointments to complete security procedures. Weekend access is available through a courtesy bus from Lara Railway Station for those without private transportation.
The Olearia unit houses 40 single cells with independent facilities, purpose-built for managing the most high-risk inmates within the complex. This isolated design allows for intensive monitoring and care of the most challenging cases.
