The facility was constructed between 1943 and 1944 as Air Defence Headquarters Sydney for the Royal Australian Air Force. It served operational functions during the war effort before closing in 1947.

The site housed Australian air force personnel who specialized in aircraft identification during their duty. These workers operated in organized shifts and lived in nearby accommodations, reflecting how intensively this place functioned during wartime.
