The park emerged from a 1960s urban renewal project, leading to its creation in 1980 under the design of architect Robin Riley.

The Municipal Auditorium and Mahalia Jackson Theater offer regular performances while multiple picnic areas provide spaces for outdoor activities.
A 12-foot bronze statue by Elizabeth Catlett portrays Louis Armstrong alongside monuments of Sidney Bechet and Buddy Bolden throughout the grounds.
