This congressional district covers the East Bay portion of Alameda County and includes Oakland, Berkeley, Emeryville, Alameda, Albany, Piedmont, and most of San Leandro. The territory runs along the eastern shore of San Francisco Bay and forms a continuous urban zone with a mix of residential neighborhoods, university campuses, and commercial districts.
The district was created in 1930 and originally covered parts of Los Angeles County before shifting to San Francisco. The boundaries later moved again and now encompass the East Bay area north and east of the bay itself.
