The plaza was established in 1999 as part of a neighborhood development initiative aimed at revitalizing the Mayfair area. Since its opening, the City of San Jose has owned the property while the School of Arts has managed its operations.

The main entrance features mosaic tributes honoring influential Mexican-American artists such as Carlos Santana and Los Tigres del Norte from the Bay Area. These visual displays reflect the deep connections between this community and its artistic heroes.
