The building opened in 1914 and served as the first permanent home for Oregon's Supreme Court. Prior to this, the court had relocated multiple times between different downtown Salem locations.
The stained-glass ceiling in the main courtroom was created by the Povey Brothers Studio and features Oregon's state seal within an Arts and Crafts design. The decorative work reflects the artistic values of early 20th-century craftsmanship.
The courthouse is accessible from outside and visitors can explore the facade and public areas. The State Law Library is located on the second floor and can be reached via the main staircase.
