The region formed in 1893 when it separated from the western part of Tulare County. Early Spanish explorations in 1805 led to the naming of the river that later gave the area its name.
The name comes from the Kings River, named during a Spanish expedition and still flowing through the area today. Agriculture shapes daily life here and many residents work on dairy farms or in cotton and grain production across the valley floor.
The local transit system links the cities together, with Hanford serving as a central point. Interstate 5 runs west through the area and allows travel north or south through California.
Three state correctional facilities are located here, resulting in the highest imprisonment rate per resident in California. These institutions employ a considerable portion of the workforce in the region.
