The sector was created in 1999 when two separate rural municipalities merged: Boulton, established in 1883, and Shellmouth, established in 1907. In 2015, it combined with Silver Creek to form the Rural Municipality of Riding Mountain West.
The administrative district includes multiple small communities such as Cracknell, Dropmore, Endcliffe, Inglis, Lennard, Petlura, and Shell Valley.
