The Zivilkabinett des Kaisers is a structure at Wilhelmstraße 54 with features typical of late 19th-century German governmental architecture. The building displays the solid, representative style characteristic of that period.
The building was constructed between 1898 and 1899 by architect Carl Vohl and served as the Emperor's private civil cabinet. It later housed different government offices and survived World War II damage.

The building is currently used by the Federal Ministry of Food, Agriculture and Consumer Protection and is visible from outside. As an active government office, interior visits may not be readily available.
After the war, the building housed several different institutions, including the East German State Publishing House for a period. This changing history makes it a silent witness to multiple political eras in Germany.
