The park was established in 1989 on land reclaimed from Tokyo Bay as part of an initiative to create natural recreation areas. Its development marked a shift in Tokyo's urban planning toward restoring coastal habitats.
The park's name refers to its coastal location along the bay, and visitors use its grounds for walking, cycling, and birdwatching along the shoreline paths. Families gather on the wide lawns for picnics, while others stroll along the waterfront promenades.
The park sits right next to Kasai Rinkai Koen Station and can be reached on foot in a few minutes from there. The wide paths accommodate both walkers and cyclists, and several public restrooms are distributed throughout the grounds.
The Ferris wheel is named Diamond and Flowers and offers views reaching Mount Fuji and Chiba Prefecture across the bay on clear days. The wheel's colors shift at night to an illuminated display visible from many points along the bay.
