The building opened in 1967 following designs by architect Vladimir Katsev. It underwent extensive modernization before the 2011 Asian Winter Games held in Almaty.
The palace hosts national sporting events and ice hockey matches that draw athletes and spectators from across Kazakhstan to gather in one place. It also stages large concerts and performances that shape the cultural life of the city.
The complex features modern lighting and sound equipment, press centers and commentary booths. The grounds offer ample parking and include training facilities, so visitors and athletes can find everything in one location.
The complex integrates medical recovery facilities directly within the sports area. This combination allows athletes to receive specialized care immediately after training and competition without leaving the facility.
