New Clark City, Mixed-use development in Capas, Philippines
New Clark City is a planned settlement in Capas combining housing, administrative buildings, and athletic venues. The site covers several thousand hectares inside the Clark Freeport economic zone.
Planning started in 2012 to ease crowding in the Manila capital region and provide additional government capacity. The original label Clark Green City was later changed to New Clark City.
The name references the nearby former Clark Air Base and reflects how military land has been turned into civilian use. Government workers now occupy the first completed office towers while surrounding neighborhoods gradually fill in.
Some sections are already open for use while others will become accessible over the coming years. Visitors reach the site via the Subic Clark Tarlac Expressway north of Manila.
More than half the total area remains set aside as parkland and open green space, giving the settlement much more open countryside than most Philippine cities. This layout allows natural ventilation and reduces heat buildup.
