Built in 1950, it replaced two older tenement houses that were damaged in World War II and later demolished. This construction was part of the neighborhood's postwar reconstruction effort.

From 1951 to 2022, it housed the International Press and Book Club, later operating as Empik, where readers and art lovers gathered regularly. The space became a social hub for anyone interested in books and culture.

The building is viewable from the street and located on a main thoroughfare in the neighborhood, making it easy to find and observe. Visitors can see the facade and architectural details from the pavement.

The facade bears a notable inscription reading 'THE WHOLE NATION BVDVES ITS CITY', using an intentionally archaic spelling. This unusual text is a detail that catches the eye of observant visitors walking past.
